HOA installed large electrical cabinet blocking view

What is the name of your state (only U.S. law)? California

Last week an HOA vendor installed a large (5 foot tall) electrical cabinet outside our fence, directly in our view. At first I thought it was temporary since it was installed crooked and is so obnoxious. But it is mounted on a poured concrete pedestal.
It is bright stainless steel, amateurishly installed, blocks our view and would not be a good selling point. If they had installed it just 5 feet over, it would have been hidden from view. They did not consult us, and meeting minutes don't show any discussion on placement.

Do I have any recourse?

unless your area has laws regarding view easements or there are HOA rules that would prevent the box from being installed or this installation is not allowed per their easement agreement (most likely it is installed within an easement) no, there is nothing you can do about it.

However, you can take a picture of the placement of the obstacle, and also of the alternate site where it would look and be better placed, to present to the HOA.

any idea how much it would cost to move whatever this is, even just 5 feet? Unless there is something saying it can't be there, unless OP is willing to cough quite a few dollars, it won't be moved.

I'm assuming you have no recourse here, based on the information you've presented. At best and like another poster eluded, there may be the possibility that you could present a proposal to the HOA to relocate this box but you would likely have to cover any associated expenses if they agreed to do this.
