What is the name of your state (only U.S. law)? Florida

I am a single mother and am having issues with my HoA. So I was 3 months from paying my hoa which is $120 a month which includes water,trash n use of pool. The office is only open Mon Wed & Fri from 9am-noon. This Friday my water was shut off, they would not turn it on till Monday even though I had payment in full Friday at 2pm. Can they really make me go 2 days with a young infant, are they not required to have a someone on call Ysince they all live here] since they shut water off at noon when they close? Are they allowed to make me pay an extra 150 to turn it on? They said I had to pay $600 that's almost double in fees.

My next question, back in 2006 they put a lien on my home becuz I lost my job and was 4 months behind so I had set up a payment plan in return they put a lien on my home until it was paid in full. Obviously it was and has been a few yrs now, but to this day (mind u I owe them no monies as of right now) they refuse to take the lien off due to what could happen in the future. I feel, no matter what if I'm late or not they rape me in fees so they should have no right to keep a lien because of what might happen in the future. If I don't pay I have no water so if/when I get behind and they sut my water I pay it asap becuz with a child I must have water. Although I just feel since I'm young and female they mess with me.
If anyone could help, its greatly appreciated.
