HOA Litigation Repairs/construction

My HOA has already went through litigation and is now utilizing a second builder to repair/bring condo up to code. Several problems have came to my attention. I have only received two simple letters of notification for interior repairs from the builder consisting of a vague list of items for repair, dates, and their need of access, and charge to me if I fail to comply. I checked with the city and the permits where filed but the builder has not called for inspections yet, and they have finished several units. The Board members said, we would not have to move furniture and now the builder is requiring we do and if they do move furniture the builder has me sign a waiver of liability, but no where in writing have I been asked to move furniture just verbally. I am unclear as to if the builder will remove the whole wall or just part of the wall for item " 4- fire wall". The board has said, all a long that it is a whole not the whole wall and only 1 wall now I heard it is two walls? I am told I need to give the builder access from 7:30 to 4pm, but the builder has not even told me what exactly they plan to do in my condo beside 7 listed items. Ex- Electrical GFI outlets, fire wall, condensation line? and if I do not cooperate I will be charge $250 a day. I am told I need to be able to open my doors for them for 2-3 weeks or give them my keys. I am highly encourage to give them my keys which I will not do. I have safety concerns, questions if the workers are bonded or illegal immigrants. The portapottie was parked all day at dead center of our courtyard on a trailer kind of blocking the walkway painted red and at the end of the day after they pumped it they rinse it right in the walkway/driveway. The board seems to act if they are tired of fighting and just want it done with and they are suggesting I lock my belonging that could be stolen in the spare room and by a lock but they recognize I only have a 1 bedroom so that won't work for me. I am finding out details from neighbors but never in writing from my HOA, board, or builder this sounds very unprofessional. The board member told me they are using a company called professional services, what do they provide? I don't understand where they fit in. What agencies can I contact to report my concerns and rights. I have reported (harassment) that the builder laughed at me in my conversation today to the board members and HOA I am waiting to see what happens. The builder and HOA act like I do not have rights? and the board said, they complain but issues are never resolved. We did try to kick members off the board but not many owners came to hold elections two board members were replaced. I just found out the problem with the first build was that they were not having work inspected either and now it appears it is happening again. How come nothing is in writing. I asked to see the permits and the HOA said, they could not do that but are suppose to provide a statement in writing. What other steps can I take before legal action. Is their an agency I can report the HOA to? The city might help but it is difficult for them to follow up on inspections they said. I reported the builder to the better business bureau. I have contact each board member and sent several emails to the HOA. I am refusing access to my condo until I get answers to my question and request they communicate when they need access and what specifically will be done in my condo is that within my rights? Can they charge me $$
