What is the name of your state (only U.S. law)? I LIVE IN MARYLAND

I am a member of a home owners association and they recently decided to enforce parking restrictions and towing to collect past due fees from home owners who have outstanding balances. I am not past due in my fees but I think it's a horrible inconvenience to everyone else to have to worry about towing if you are not in your assigned spot or don't have a pass for an overnight guest. Is it legal for the HOA to enforce a rule on everyone else in order to collect a debt from delinquent members? They also made us pay additional dues for snow removal is that legal?

It's absolutely legal if these violations and fees are outlined in your HOA convenant. It doesn't matter how often it has been enforced, if at all, in the past. And the additional fees for snow removal or increased fees of any kind are probably legal as well if it was done by outlined in the convenant that additional fees may be assessed or if the property procedures were done for a fee increase.
