What is the name of your state (only U.S. law)?Massachusetts.
What does our 4 member condo assoc. do when the pres. won't schedule the annual mtg. so that issues can be ironed out, the budget discussed, and she has threatened to hold back a portion of her condo fees because the parking area wasn't cleared out early in the day of a large snowstorm? she has not responded to our treasurer's request for a meeting?:confused:

Have you looked through the by-laws to see what is required for the meeting to take place? Is there anything in the by-laws that states that meetings can only be called by the president of the association or that all associates need to be there for it to be a valid meeting of the associates. Looking through my by-laws, any member can call a meeting as long as the time and place of such meeting is given with 7 days notice.

You might also want to remove her as president, but that would also mean that someone else will need to fill that role. If she is that bad and the by-laws allow it , call a meeting and vote her out, and then start fining her (if the docs allow it) for non payment of dues. Read your by-laws and you should see what you need to do.
