HOA trying to collect delinquent dues – need guidance

What is the name of your state?Indiana

We are a self managed homeowners association which consists of about 30 homes, the association owns and manages a total of 3 lots for designated recreational use, play lot, beach/boat launch, and a campground we also maintain a deep well that supplies water to all the homes in the association. There is no city water available to the area.

We have one individual homeowner who will not pay the dues or water bill. The home was part of the association when he purchased the home, to my knowledge he has never paid water dues or association.
He is thousand of dollars delinquent we have continued to send quarterly invoices and delinquent notices. He president has approached the owner in person, and the well service has threaten to turn off water to the home and they were both ordered off his property.

What can we do to try to collect unpaid water and association dues?
Can we place a lien on the property?
Do we need an attorney to file?
Do we need to hand deliver notification before we file a lien against his real property?

Also, can we in anyway legally have his water shut off? The shutoff is located on his property and has order the well company off his land in the past?
