HOA won't let us repair fire damage inside

We had a kitchen fire in our rental, a townhouse in a PUD. $75K damage.
The HOA had their contractor come by to board up the windows.
We can tell he was not very knowledgeable and was more
interested in how much money he could make. When he asked how much
insurance we had, we then really disliked him.

The HOA property manager told us the interior damage was OUR PROBLEM.

Fortunately the tenant's had renter insurance and $100K liability
coverage. She admits it was her fault. Thank goodness for her honesty.

By our request, her insurer had the claim adjuster come by with a
recommended general contractor. After checking references,
we were impressed and wanted to give him the job.

We already started repairs when the HOA property manager told us
we can't do that.

Now the HOA property manager said they WILL cover the interior repairs
and go after the renter's insurer for the money. I think they call that
subrogation. The catch: we have to use THEIR contractor.

Can they force us to repair the interior with their contractor?
We liked it the way it was at first where the HOA was not covering
the interiors, leaving us to work it out with our tenant's insurer.

What about YOUR insurance?
The HOA may have rules about the sorts of improvements you may do which affect the other units.
