HOA Won't Perform Repairs

In March 2010, a large storm caused rain leakage into my townhouse, source was identified due to either improperly flashed exterior doors &/or roof which has reached end of life usage (appoximately 30 years old). About 5 feet into my first floor, carpeting & base moulding had to be removed since they were water damaged. HOA has agreed it is their responsibility to perform repairs, however the financial state of the HOA is not good, larger issues within the community have depleted reserves & larger work has required assessments & de-prioritization of my own unit repair work. Do I have any legal recourse to force repairs to be expedited?
