I have an individual who signed a POA to her boyfriend. He has some Mental health issues. He tries to push making decisions for her. Can I just inform him as long as she is viewed as a competant adult, she can make her own decisions.
Does POA cover both medical & financial matters? Do POA need to be renewed?
Where can I find basic guidelines to better understand POA

A POA can be like a blank check in the wrong hands. The individual who signed the POA maintains the right to make any and all decisions. About the only way to change that is to have a doctor or some other medical person declare the person incompetent to handle their affairs.

You ask if the POA covers medical and financial matters. I don't know. Some POAs do and some do not. You should read it to find out.

Does a POA need to be renewed? Probably, depending on how long it has been since it was signed. Although I do not think there are any requirements on when it should be renewed.

Where can you find basic info on a POA? Start with a google search. I bet you will find a lot of stuff on it.
