I posted this before but didn't get any responses, so I'll shorten it up and try again.

I am in a 6-unit new condo. There are no official Rules/Regs, but the condo docs give the board the authority to create them. The problem is, there is nothing in the condo docs about enforcement -- other than recovering legal costs for failure to comply, etc.

There's no language giving the Assoc the power to impose fines for failure to comply or repeated violations. Can that process be created along with the new R&Rs? (I mean, without going through an official Master Deed/Bylaw change.) Does the authority have to be specifically granted in the Master Deed/Bylaws, or can the Board include it with our new R&Rs? (Each owner has a representative on the Board.) Thanks in advance.
