Husband says he won't pay!

My sister is about to get a divorce after 21 years. Her husband has a full time job making 30k per year and a part time job (CASH ONLY- Tips) making another 40k per year.
She has 3 Children 12, 14, and 18. Her husband told her she is only entitled to 25% of his $30,000 per year job and that she will never see a penny from the cash job as he says "this job does not and never will exist". what are my sisters options and consequences of each option? Please help!
