In January of this year I married my fiancée in Vietnam. I am a Vietnamese national, but I am also a US citizen. My Husband is still in Vietnam and I have filed form I-130 to try and bring him here to the US. INS informed me that recently their rules were changed and it would now take them a year to process the paperwork that will allow my husband to come to the US. I submitted form I-130 on May 23, 2000 and in June I received a "Notice of Action", but no notice of Approval. My question is; has there been a change that slows the approval process, and is there anyway to speed it up.

All you can do is write to your member of congress and ask for their help. A year is not uncommon in the INS world.. unfortunately.
