What is the name of your state (Pa)?
I come from a family of ten most of us were raised in foster homes. When I was 19 I was taking care of my younger five siblings and then two years later I was in severe debt and could not afford it anymore. My brothers and sisters went into foster homes. I have a 13 year old brother who was just adopted but before that the mother would let him visit his other siblings. Now she won’t even let us talk to him on the phone. We are all very close and my heart is broken up about it. My younger siblings that were always with him are 11 and 14. They miss him so much. Is there anything that we can do to see or talk to are brother again? We live in PA.

well, she is the mother. Maybe she has actual justifications, maybe she doesn't but regardless, she is the mother and that gives her the right to control who her child talks with.

have you tried actually speaking with the mother about this? She might be willing to explain. Who knows unless you ask her.

Unfortunately, no. Since he is legally adopted, then the parents choose for him. I am so sorry it worked out this way for you.
