I want to move out of state but cannot contact other parent!

I need to move out and go to KY to live near family and live where the cost of living is cheaper...
I have no job, or anything holding me down right now, my landlord just gave me notice to move anyway. I have lived here for nearly five years and rental rates have defintely gone up...
In our court papers, we both obligated by law to notify other parent of changes in address and phone numbers within five days. Since the court order in 1999, other parent has never followed this, and I notifyed him in change of phone number through his mother-apparently she knows his whereabouts. It also states that I cannot move my daughter out the county, much less the state, for purposes of changing permant address, without written permission.
So how do I notify him, much less get his written permission from him when I have no idea how to contact him without going through another person? She even denies that she knows where he is when I have told her that I need his current address.
FYI:there has been a couple of restraining orders, all against him, to protect me. Our marriage ended because of his drug abuse and physical violence.
So my question is-how do I move without getting in trouble with the law, is there a way around getting his "permission"? To go to court, I need to notify him as well, but no address or contact number-help!!!!!

petition the courts for permission to relocate.

there is a procedure, i am sure, that you can follow on service of the papers when you do not have a current address on the ncp.

Your clerk's office should be able to tell you how to petition for this through the court. Start that as previous post suggested.

But also, send a written notice of your plan to move including a request for permission and request for updated address and phone number to the father through the mother's address. Send it certified mail so you have a receipt (KEEP COPIES!). If they do not pick it up, keep the refused envelope and do not open it so contents cannot be questioned in the future.

I do not know how much time you have before you move, but I would send at least two requests for permission and new address and phone number. It can't hurt, you can present it to the court, and certified mail is cheap. I hope that helps you in some way.
