does the iid device only contribute to the new offences in 2009-present.
and not old case before 2009?

Which state is the one you are concerned about getting the interlock in?
Generally, if the statutes change, the sanctions apply only to offenses committed after the date, however, they can count prior convictions from before that date into account. Further, if the interlock is a requirement for license reinstatement, the law that is in effect at the time of reinstatement may very well apply.
