What is the name of your state?CA
BROTHER WENT TO PRISON IN 2001 AFTER 3 YEARS HE WAS SENT TO A FIRE CAMP,WHILE THERE HE "WALKED OFF" 7 DAYS LATER THEY CAUGHT HIM. THE JUDGE SAID SHE WASN'T GOING TO GIVE HIM ANY MORE TIME, BECAUSE HE DIDN'T COMMIT A VIOLENT CRIME. THEN TODAY MY BROTHER GOT SERVED PAPERS SAYING THAT THE JUDGE MADE AN ILLEGAL DECISION.

WHAT IS AN ILLEGAL DECISION, CAN THEY OVERTURN A JUDGES RULING?

Its called an appeal. Yeah, it happens

Apparently the judge went outside of the sentencing guidelines for the crime committed and the prosecutor wants to impose a tougher sentence.

and look on your keyboard for that thing that says "caps lock" it should be near the shift key.
