What is the name of your state (only U.S. law)? Washington

Situation: I'm currently in a 36 month rotation program at my company and I am very close to finishing my 36 months. My employer is looking for a permanent position after I finish this rotation program, but so far they have not been able to find a position that fits my qualifications. I currently do not like the position I'm in and I fear they'll ask that I stay put or even demand I take a position that I am not interested in.

Question: Must my employer have me sign a new employment agreement? Or are they allowed to leave me in my current position without renewing the employment agreement? Are they allowed to move me into a different position without having me sign a new employment agreement?

Here's exactly what my offer letter I signed when I first joined the company: This position will include a participation in a 36-month company rotation program. Every effort will be made to accommodate your job rotational preferences; however, there are no guarantees. Your employment with the company is at-will and this letter does not guarantee employment for 36 months.

I appreciate any advice or guidance! :)

There is no requirement that you have a written employment agreement of any kind.

But if your employer expects you to sign a new employment agreement in order to remain employed there, if you refuse you could be fired. And this would be legal.
