What is the name of your state (only U.S. law)? CA

Person A, in State A, wants to give their toddler up for adoption (with consent of other parent).

Person B, in State B, agrees to adopt the toddler through an independent adoption.

Person A decides to go to State B to carry out the relinquishment to Person B.

1. Since Person A's (and the toddler's) state residency is State A, will it be looked upon as suspicious that Person A came to State B to do the adoption instead of State A? What are the implications or consequences of this decision?

2. Is Person B allowed to pay any of Person A's expenses while Person B is in State B? If so, which expenses?
