What is the name of your state (only U.S. law)? New Mexico
I live next door to someone that constantly screams at the top of his lungs at his 4 year old and 2 year old. His yard looks like a junk collector and the kids are outside running around playing in nothing but their underwear and it will be in the lower 40s. Is this acceptable by law or is there something I can do for these babies?

If you believe there is actual abuse and/or neglect, you do the (painfully) obvious thing: call child services.

Otherwise, his parenting is none of your business.
