My buddy has a home, and in order to get to his home, he must drive acrossed Federal land, which he has ingress and egress rights.

The land in question has become almost impassable, and he is questioning the responsibility to make the road passable.

Does the servant land owner, or the egress holder have the responsibility of maintaining the drive, and keeping it passable?

My response:

We would need to read the verbiage of the "assignment of easement for ingress and egress". Most often, an "assignment" is given in exchange for a promise, that "runs" with your friend's land, that the land owner of the landlocked land will maintain the "easement" for its given purpose.
