I am a former federal contract employee with Company A.

I was employed with them up on until August 2013. I am now on a completely different contract with a different company. A VP for another company (Company B) reached out to me and wants to know information regarding my time in the contract with Company A. They are seeking to compete for that contract and would like to pay me for information they can leverage in their proposal. They offered to pay me with a gift card or a counseling agreement can be written up for the information I provide. My question is, is this at all a violation of any type of law or can this get me in trouble with my current employer (unrelated to the contract in question) or with my former employer Company A?

By the way, I do remember signing a non-disclosure agreement with Company A but do not recall how long it is for.

Someone with more integrity and higher principles wouldn't be asking this question. Also they might consider warning Company A of the underhandedness of their slimy competitor.

Obviously you don't possess those qualities. Your only concern is whether you can profit at A's expense and not suffer for it. Sleeping well, Mr. sleazebag?
