What is the name of your state (only U.S. law)? Georgia

I was going to the bank and a car was backing out so I stopped. A pick up truck back into my car full force. The cops said that since we were on private property we would have to settle the matter in court but when I got the report it said after the investigation the other driver was at fault.

The car is not able to be driven. The other party's insurance finally sent an adjuster to look at my car. Is it the responsibility of the at fault party's insurance to provide me with a rental car? The car is my only means of transportation. I have been calling but no one will call me.

After they complete the investigation, if they accept liability (and I don't see why they wouldn't), they should cover a rental car for you. This may take some time and until then, you'd have to pay out of your pocket and submit for reimbursement after liability is accepted.

The adjuster asked me to send in the police report in which I did. The adjuster that came out informed me that the guy had a couple more accidents in the last couple months. He also let me know that the guy will not call the insurance company back to give a statement. I can't afford to rent the car because they want a $150 deposit plus the rental and one the children and myself were injured so I have been off work for over a week.

They can't make a decision until they speak with their driver. You had better start looking for an alternative way to get to work. They are not going to pay for loss of wages unless you are MEDICALLY unable to work, not just because you have a transportation problem.

I'm not asking for loss wages because of transportation issues. I've been off work because I was injured and the doctor prescribed percocet, flexeril, and some other medications.

What happens if he never calls them or respond to their correspondence?

It really depends. They have a bunch of steps they have to go through to find him including going to his house or work to find him in person. If after all that they still can't get a statement the next step will depend on company policy...often they will close the case without payment and you will have to file a lawsuit to move things forward. Usually they will eventually track him down, but it could take 30 days or more.
