An angry sibling has sent a government agency (dept. of aging) person to my house to "make sure mom is okay". Mom is in my care and perfectly fine. Angry sibling has stolen mom's personal things and mom doesn't want to speak to sibling until sibling sends personal items back to mom. Sibling is accusing me of "holding mom hostage" and not "letting" mom speak to sibling on the phone. Mom does not want to talk to dept. of aging person. Does agency person have legal right to intrude my home and get mom's personal information just to make angry sibling happy? What are mom's legal rights here?

Yes. The agency is checking for elder abuse. You and mom need to comply with the investigation.

The more you fight it the guiltier YOU look. If there is nothing to hide then let Mom tell the agency person she is hunky dory where she is.
