What is the name of your state (only U.S. law)? Massachusetts

Is it legal for a potential tenant to offer to pay additional months upfront when negotiating a lease?

e.g. landlord wants 1st and last months rent.

As a potential tenant, I offer the landlord 2 additional months rent upfront. In exchange, the landlord decides to give me the apartment (there were many applicants) and/or reduces the rent (he gets a payout much sooner, so he's willing to budge the price a little).

I remember reading that the landlord cannot charge for more than 4x the rent upfront, but is the tenant/potential renter bound by that?

Been renting for 32 years in Massachusetts. To my knowledge a LL can only ask or RECEIVE First and Last or First and Security. Period. Even if you offer. Again...This is what I "think". You can consult with an attorney to confirm. :)
