What is the name of your state (only U.S. law)? California
I have always heard that you cannot be turned away from the hospital ER, in a true emergency, regardless of your ability to pay, insurance/no insurance, or station. Is this true? And where can I find the law so I can cite it?

If it is a PUBLICALLY FUNDED hospital, you can't be denied life-saving care even if you can't pay. If it's a private hospital, they can do as they like.

For the record, your definition of an emergency and the laws definition of an emergency may be pretty far apart.

Second, the hospital's responsibility stops when the situation is no longer an emergency.

For instance... they should help you with your heart attack but do not have to pay for your heart transplant.
