What is the name of your state? California
We are required to work July 5th (Monday). My workplace is paying everyone that works Monday an extra 8 hours for Sunday. I read an Artical 20 that read "If a holiday falls on a Sunday, Monday is observed as a holiday".
If that is correct shouldn't we get paid time and a half? If not then we're lucky to get paid the extra 8 hours, right?

Thank you.

No private employer is required to offer any holidays at all, paid or unpaid, and in 49 out of 50 states (and for most positions in the 50th state) there is NO requirement whatsoever that any premium be paid for working on the holiday.

Yes, you should consider yourselves lucky to get paid the extra 8 hours. That is more than the employer is required to do.
