What is the name of your state (only U.S. law)? California

I live in West Hollywood, CA and was wondering if there is any law(s) that would require appartment owner to do renovatoin after x amount of years of you living in the same appartment?

Code compliance issues that city/county/ state require changes yes , cosmetic issues like changing carpet, paint , new blinds, kitchen cabs etc not unless there is somthing that has happened that causes inspections to order repair/replacement. Things like wiring etc often are grandfathered into older codes and do not have to be changed to the newer code unless spelled out conditions have happened. Example a rental has very old wiring owner wont have to have it updated unless they are having a whole new service put in.
