According to Title 29 Chapter 2921.22 (A) (1) of the Ohio revised code:
Except as provided in division (A)(2) of this section, no person, knowing that a felony has been or is being committed, shall knowingly fail to report such information to law enforcement authorities.

Does this mean if I witness a felony committed out state, I must report it after entering Ohio?

Depending on the felony and where you witnessed it, you will want to report it.

The report does not necessarily have to be to authorities in Ohio. You want to report the witnessing of a felony to authorities in the jurisdiction where the crime occurred. You want to report the commission of a felony, in other words, to those with the legal authority to handle it. That said, if you report what you know to Ohio law enforcement officers, they can relay your information to the proper agency.
