In Minnesota, once parental rights are terminated is it possible to have them reinstated. Is it possible to dispute the termination after the fact.

In response to more information:
My fiances son was taken from his custody in 1996. He was placed in foster care. The courts requested that he sign over is rights and he refused (he was the only care giver, the mother left). He was told his rights would be taken anyways and if he signed it would at least showed he cooperated. He was given basically no more info about his son except the foster family he was placed with wanted to adopt him. Recently we found out through our own digging that his son was placed (possibly adopted) by the grandparents. Dad was never notified of his rights being terminated, or even an opportunity to dispute the action. Oh, his son wasn't placed until 1999. Dad has always wanted his son back, and we are willing to do all it takes, if there is a chance.
