What is the name of your state? texas

my cousins ex wife has agreed to give up her rights in exchange for all back support to be erased. im not sure if he went to her with this or if she came to him. she is preg and didn't want the extra hassle of trying to pay support on her daughter and try to raise her new baby with what is left from her check. is this legal to me it kind of seems like a bribe?

No, it's not legal. Only a Judge has the power to terminate a parent's rights.

yes they are going through courts. its not a done deal yet. it just seems wrong to me to offer one for the other. like hey i cant stand you soooooo heres the deal kind of thing. like i said im not sure who went to who with the idea. but i cant imagine how a judge woud react to such a deal.

While Texas does allow for termination of parental rights w/out a step-parent adoption, it's still not as simple as saying "hey, I don't want to be a mom/dad anymore, so where do I sign?"

Is there a step-parent adoption in the works, or one desired? Does mom have a relationship with the child?

as far as i know the mom has never really been involved. there is a possible step parent adoption. but from what i have been told thats not going to happen for at least another year.

Then it is HIGHLY unlikely that the court will approve the TPR at this time.
