I received an Order to Correct with no code cited and no proposed penalty. I also received an Administrative Penalty approximately 15 days later that has no code cited. Is this legal? I still do not know what I am appealing specifically. The plain English is "Construction occurred that required a permit" but that does not tell me what required permitting (this was supposed to be exempt, so the "what" is pretty important). In my letter of appeal I stated I did not know what exactly I was appealing but based on the verbiage and the citation I received around the same time I would guess (and guessed a city ORD code). Now looking back it has to have been a State Building Code...
Also, is the appeal process legal in that it's a one-and-done with an appointed official and does not use a court of law anywhere in the process?
