A few days ago I was caught stealing a $15 worth belt and officer put me in citation. Right now I'm working with an attorney in Dallas. I'm not convicted or put in jail.

I'm travelling to India and coming back on 21th Jan. My concern is, will I be facing any issues on my return.

Will you be facing any issues on your return to the US?

That would be a great question to ask your attorney because he has access to all of the facts.

I spoke with my criminal attorney and he said there is nothing to worry because I'm not convicted and there won't be any record. I just want to cross check with other lawyer.

I don't exactly know what "put me in citation" means but convictions are not all you have to worry about. Arrest records have a way of finding their way onto federal databases, too.

When you travel, you will want to take the arrest and court documents with you that show your charge (citation) and the disposition of your case. Have your attorney's number on hand in case you find you need it.

Has the shoplifting charge been dismissed entirely or is the matter scheduled to be heard in court upon your return?

Because you have a criminal defense attorney working for you, it can be smart for you to rely on what he says rather than searching for answers on the internet.
