During the testimony of a local Board of Health legal proceeding the claimant Health Inspector representing the Health Department stated she could not answer a legal question about the agency action letter(bearing her signature) containing the claims because she, in fact, had not written it. She then stated that the letter had been, in fact, written by the presiding officer of the appeals board and that she only signed and delivered it.
Does the gross misconduct of this invalidate the claimant and legally transfer all the power of such to the judiciary at that moment?

The appelate board member in question is also a lawyer!
