Job interview selection discrimination

What is the name of your state (only U.S. law)? : Florida
I had applied for a Florida State agency contract job through a vendor back in 2012, and could not join after I got the offer, as the job was in Tallahassee and I was in Jacksonville and we had a baby at that time and decided not to move. After that, I applied for another contract job through another vendor in the same State Agency in 2013 but did not join again because I got a better job offer . After this, it looks like that particular State Agency has put me on a blacklist or blocklist for hiring, they have had several positions for Full time that I have applied, and I happen to know the hiring manager indirectly through a friend , and my friends who work full time in that agency have referred me several times, but every time I get back a regret email that I was not considered for whatever positions I apply . I did some research through my friends and found that the Manager and that department are ready to hire me but my resume is not getting across to them from HR, and the HR is blocking my resume from reaching the hiring manager. I happened to know the HR contact information from my previous contract job offers, so I emailed him but he denies that any discrimination is happening. I know for sure this is happening as the hiring manager is more than ready to interview me , he has had several positions open in his team in the last 2 years and every time I apply I get the regret email.
Is this a good case to file a hiring discrimination lawsuit against this State Agency ? Would this impact my future job searches in other state agencies or private companies ?

It's not illegal discrimination when an prospective employer decides to not interview a candidate who has twice before made them go through the process, only to refuse their offer.

ETA: What you have done is commonly called "burning your bridges."

It's not even a BAD reason to file a discrimination lawsuit. They do not owe you a job or an interview.
