I understand that if you sell something online and ship to another state, you could be sued in that state.

I know NY has a couple fo small states around it, so do each of those count as a their own jurisdiction, or are they merged due to their small sizes? Can someone sue in a NY court for transactions outside the State of NY?

Each state, at the MINIMUM, is it's own jurisdiction. They even have their own governor!

what you may be thinking of is appellate courts... which are set up in districts which may or may not encompass more than one state (though I believe all do).
