What is the name of your state (only U.S. law)? PA

I want to start an e-cigarette shop in my little city in PA as I feel I have a competitive edge over the existing ones.

E-cigarettes are not regulated in PA so legally e-cigarettes and the nicotine-laced liquid can be sold to minors in PA.

I have gone to the other shops in town and they all have signs stating they will not sell to minors. In fact, one shop, when I was there a few weeks ago, 4 kids, ranging in age from about 10 yo to maybe 14 yo walk in the door. The clerk tells them they can come in but that he can't sell to them. They say ok. Lo and behold, they ask him for this and that and the next thing you know the clerk is ringing them up.

I am an e-cig user myself. However, I don;t want to sell to minors. In fact, I don't even want them in my store.

So since there is no regulation as to who can buy e-cigs and to whom I can sell to, my only basis for denying them to even come in is strictly a moral reason. I simply do not believe kids should be using e-cigs. I also don''t want a bad rap in my community. I want to be a responsible e-cig shop owner. So I have 2 questions:

1. Is it even legal for me to deny minors access into my store seeing how there is no adults-only sales restriction in my state or locality for such products?

2. If it is legal for me to do so, what happens if they refuse to leave? How would I get rid of them? Would it help to even get the police involved?
