kentucky speeding ticket

this is not for me but for a friend. i find it ridiculous and something not fightable but i'm asking for him anyways.

posted limit is 15 but as a steep hill its pretty easy to go faster than that. cop was at the bottom of the hill and pulled him over. the cop wrote down 35 and cited him for 5 over, not 20. he has a friend that said he had seen something on tv about how a cop could not falsify a ticket by putting down the wrong speed and that if he contested he would win.

my question is if his friend was right.

Nope. The officer has the right to give folks pulled for traffic violations a break. He can go to court and claim he was going 20 mph hour over. The judge will probably give the officer a few minutes to amend the citation too.
