law to protect menatlly handicapped?

I have a young man that does odd jobs at my video rental store for free movie rentals. He is mentally handicapped. He is 18 yrs old. Last year he decided he wanted to be a teacher. He saw an ad on TV for Teacher's assistant training. He called & ordered the course. If you talk to this young man it doesn't take long to realize there is a problem. I feel the operator took advantage of him. They sent him the course & charged him $400 plus. Of course he could not pay. They called him for payment several times & he offered to send the books back. They wouldn't accept them. He was scared to death & told me someone was going to call the angency on him. After a few questions I figured out that he was talking about the collection agency. He thought they were calling the FBI or the CIA on him. His Special Education Teacher at school contacted the company & they dropped the fees. However they still charged him a cancellatioin fee of $136.80 and have turned it over to a debt collector. My question is..Is he liable for this? Due to his mental status, are there any laws to protect him?

No. It is unfortunate when things like that happen, but we can't restrict the everyday rights of people based on mental accuity. If we did that, what would all those blue staters' do? :)

I can understand the cancellation fee since the company is out the product, but it is an unfortunate and commen situation.

Personally I would just tell this young man to ignore it. He is not going to be sued for $150 and even if someone did, he has no ability to pay. Just send a cease and desist letter and let it go.
