What is the name of your state (Washington)?
My son played for a Pop Warner youth football group. They charged us $250 for our 11 year old son to play football. We played for a different team previously for 5 years but we moved and were forced to play with this new team. The new team coach would not play my son. We had a scrimmage game he played less than 5 minutes in. Jamboree 5 minutes in. Game 11 plays while the coaches son had close to 90. After the game my son was very upset he did the post game handshake but was too upset with the coaching staff to stick around afterwards, and i was't going to make him. The next morning i get an Email from the coach telling me my son had been cut. According to Pop Warner rules my son can not get cut by the league only by the association and only for my son telling the staff he quits, he is a bully, or if i remember correctly for poor grades. None of those apply. I asked for my money back and repercussions against the coach for blatantly lying to my son and my wife, and the poor management of the team. I was told they were siding with the coach. Our teams kids consist of many of the teams league board members and are/or close friends of the teams coaches. I would like my money back and the head coach removed for ruining my sons year in football and crushing his spirit and love of the game. We played for 3 weeks and 1 day. What are my legal actions i can take?

Pop Warner has rules for the number of plays a kid plays per quarter. I think it's 5. If he played 5 minutes or so, he probably made that number.

And if you read your paperwork, there are no refunds.

You can sue to try to get your money back. There is no way you can have the head coach removed.

I haven't read the contract, but if the association breached the contract by cutting the kid, the 'no refunds' clause may not be upheld.
After all my years in Pop Warner, I bet you the OP has left out a significant part of what happened to cause this email.

A child CAN be cut for certain behaviors by either the child or the parent, usually after a board meeting. I'm reading between the lines, but this situation didn't go exactly like this. I'm almost sure of it. Especially if you asked the coach.

Pop Warner has rules for cutting a player, like stated earlier none of them apply to my son, or its a full refund. I did not leave out anything in the previous post. Read between the lines but there is nothing there. After the jamboree we spoke to the coach he said it was an oversight that my son was lost in the game. Jamboree he said it was only because it was such a short game. He said the kids that are playing are the kids that he feels that have the best chance to get him to California, the rest were basically going to be 10 play kids. The only way a kid could get more plays was to challenge anther kid on the field and after that challenge the coach would decide if it was enough. Which is against Pop Warner rules to have challenges between kids. I was a coach for 1 year and on the board for 3 years so I'm not new to this. All that we were asking for from the coach was equal playing time. There are 21 kids and 22 positions my son should have had a full time position.
