My husband and I are in the process of getting my daughter adopted by him in the state of Virginia. What I need to know is there a such thing as an Application for Certification of a Vital Record? We were told by a friend that you need one for Illinois but the clerk at the courthouse had no idea what we were asking about for Virginia. My husband is in the military so we don't need a lawyer or have to appear before a judge for the adoption. We just have to file the papers ourselves and wait for the judge to look at them and sign it. Any information on this would be greatly appreciated.
