Legal Guardian rights?

I have a friend who is moving out of state because he has fallen on hard times and must sell his house. His daughters (16 and 11) are very close to their friends and family here and to mine too and do not want to move with him. We would like the girls to move in with us. What would we need to do in order to make it legal for them to stay and for us to enroll them in school and the like? Do we have to adopt them or would legal guardian rights be enough? Also, Would he then have to pay child support to us for taking care of the children? I assume we will have to hire a lawyer to make sure everything is by the book, but I'd like to get as much info as possible before we start any process or procedures. Thanks for any insight you can offer!

PS. This is an amicable situation. He has his hands full with financial issues and his special needs son.

1. Where is their mother?

2. Legal guardship will suffice for school enrollment, etc while still allowing dad to keep his parental rights. It is possible to set up legal guardianship where he pays you child support (but if he is broke to the point that he can't take care of his children, a court order won't make money magically appear).

3. Adoption is very severe and permanent. I would not recommend it at this point. The girls could live with you for the rest of the school year and realize that they are miserable without their dad and brother. If you do adopt, there is no child support involved.
