My response:

Adoption is permanent. Guardianship can be cancelled or ended.

In an adoption the child becomes the son or daughter of the person adopting.
Their birth certificates are changed to reflect that, and the previous parents become either legal strangers to the child, or become other relatives. For example, if a grandparent adopts their child then one parent becomes a legal stranger and the other parent becomes a brother or sister.

In a guardianship the parents remain the parents of the child and still have legal rights. The person with the guardianship is officially "in charge" of the child and makes all decisions regarding the child, including where the child lives. Its similar to having custody, but not exactly the same. Guardianships can also be revoked and are not technically permanent.

From what I understand, Legal Custody is the same type that a mother would have of her bio child. You are responsible for the care, upbringing, nuturing, and directing of that child.

Permanent Custody is a step below adoption. It relinquishes the bio parent's rights to visit or support the child. I have been told that one cannot adopt a child (In Ohio anyway) unless PC has been awarded.

LC can be revoked--PC can't (Unless there's abuse charges).

That's how I understand it.

I doubt that is exactly correct. With international adoption, it is not done incrementally. There is not first PC, then adoption. Many states "approve" the adoptive parents, who are then approved for a visa for their future child, and they can then go compete their adoption in foriegn court. I'm NOT in Ohio, but I sure didn't first get PC THEN the adoption. I actually got the adoption final before I ever even had any custody.

Few international adoptions (and these must be approved first through state Dept. of Family Services in most cases) can be done by first requiring PC.
