That's a real vague question. Monitoring what sort of performance of what kind of job?
As far as legal issues go (in most of the US), unless your monitoring intrudes into some place where there's an expectation of privacy (bathrooms, etc...), legality isn't an issue.
Despite the unfortunate name of this forum this is for legal issues, not general "Advice."

Regular computer work. I need a program or software that will not read any personal data. I only need the process of working, such as the number of working/rest hours. Without using a microphone and video camera for example. In order not to violate personal boundaries and not have problems in the future.

That is still pretty vague. I am not sure that anyone can provide you advice without a lot more information.

This forum does not provide referrals, especially of the type you are asking about. I'm sure there are much better forums for your inquiry. Look for forums dealing with HR matters specifically. You may also wish to consult with your corporate attorney.

Actually, not really. The OP is asking for a specific recommendation (which s/he won't get here) and is asking for it to be legal and affordable. The OP needs specific, personalized advice - preferably from an attorney that is hired to advise them.
Also, we don't even know what US state the OP is in...

ETA: Also, the OP claims to not even want to know what work is being done, just that work is being done, and that is just silly.

Please advise whoever informed you that we would provide referrals for any matters, or answers on non legal matters, that they were mistaken as to the purpose of the site.
