legal name change?

State: TN. My 19-month old daughter's biodad hasn't seen her since she was 6 weeks old and hasn't called in 7 months. He has never paid any support. She was given his last name when born although we were never married. Since he makes no attempts with her, I would like to give her my last name. Can I do this legally? If so, what steps do I take?

Your first step is to see an attorney. Since you're dealing in both procedural law, and Constitutional issues, it would be an impossibility to "walk you" through this.
