Lein on vehicle;What does it mean?

What is the name of your state (only U.S. law)? Maine
I'm clueless in these matters.
Freind was gone most of the winter and just came back to find out that they have a judgement against them for a debt and a lein had been filed on their only vehicle back in April. The state sent a notice requiring the return of the title and later a notice that title is now revoked.

Does this mean that the person that filed the lien can just come and take the vehicle? or just that the vehicle can't be sold?
This person is handicapped and can barely scrape out a living.

A lien is a notice of a debt that must be paid before the owner can sell the property. Same for land, etc... if you want to sell it, you'll need the lien owner to sign off on the lien prior to its being able to be sold/transferred legally.

Hence the revocation of the title .. a new title will have the lien noted on it.

Needs to get a new title, bring $$ to the lien holder and have him sign the lien off the title ... always do this in person..the lien holder can take the $$ and not sign otherwise.
