My sister-in-law has an appointment on 8-14-00 in Damascus for a visitor's visa (pleasure) to the U.S. She is a Lebanese citizen, but will apply there due to the lack of that service at the US Embassy in Beirut. What is the best way to phrase our letter of invitation for her to present with her application? Also, should we fax a copy of that invitation in advance to Damascus? Does this letter need to be notarized? Are there any other suggestions that would expedite this process for her?

The main thing with ANY temp visa into the US is proof in the petitioner to prove that they have every intention on returning, ie, leaving the US at the end of the visa.

This is why people from Africa, Russia and most Far Eastern countries can not get a visitor visa at all. Since I do not know the requirements for her country I can not help you with the content.. but I assume along the lines of that you will be looking after her and will ensure her safety and financial well being.. etc..

No, it does not need to be notarized and it is best to fax to her and not the embassy.
