What is the name of your state (only U.S. law)? Oklahoma

My niece was injured during PE class at a public school. The school notified her parents and requested she be removed from the property immediately. They took her to a doctor and were referred to a specialist. They just found out that she will need to have surgery to repair the damage.

Another parent (also, an employee of the district) mentioned that the school carries accident insurance and that the school should pay for the surgery.
Is the school liable for the injury? No waivers were required to participate in PE or to attend school. Any recommendations on how they should proceed are appreciated. Thank you for your time and attention to this post.
