Limit access to development?

What is the name of your state (only U.S. law)? PA
We live in a small condo development. They are single family townhouse style.
The one road going thru the development is horseshoe like, the roads are narrow.
Recently, we had an incident where a resident had a "friend" in her unit who became extremely intoxicated. They got into an argument, he pulled out a gun and shot thru the front of her unit. The bullet traveled across the street, thru the living window of a unit , thru their wall and into their kitchen. The family was in the living room at the time.
Some time has passed, about 6 months, and it appears as thought the male friend who did the shooting is now living at the residence on what seems to be more than a part time basis.
Many residents have expressed their concerns that he is back in the neighborhood.
My condo management group says there is nothing we can do as an association to limit his access to our development.
My question is , what can we do to keep him out of our development, from an association or a legal point of view?
Can the person whos unit was damaged file some sort of restraining order against him? What about others who have small children who live in units around her?

**A: talk to your condo Board. Was the police involved? A TRO would be the next step.

I am on the board.
Were the police involved! Heck yeh, a large number of them. Alcohol was involved as well.
Who would file the TRO?
