I am a bonafide resident of the State of New York but I also maintain residence in Massachusetts, where I am not living at the
time. As Mass. is *not* a points-reciprocal
state, I intend to keep my license there in
perpetuity. If I remain a New York resident and never exchange the Mass. license for a
New York one, am I guilty of a felony?

This question turns on the definition of 'domicile' & 'residence'. You can have multiple domiciles, but only 1 residence. Your license has to be issued by the state in which you are a resident. Usually this means you're registered to vote, be called for jury duty, hae no intent to change your residence in the future, etc. NY law requires you to notify the DMV of any change in residence within 10 days.
