I just moved into my sisters house temporarly with my girlfriend about 2 months ago, this past friday the water company and electric company called her asking why her utilities have gone up. Im shure they have contacted the authorities as the area of her house is in a lower income part of town and is a high drug area due to public housing a few blocks away. Should I have her contact the authorties to let them know that 2 other people are staying here and that is why the utilties have gone up. The last thing she needs is them busting into her house thinking its a drug lab because of the sudden change in utitilties. What should I have her do, she has 3 kids all under the age of 11 and is recently divoriced.

I'd say it's none of their business, and certainly won't result in a search warrant by the police. An increase in utility use isn't probable cause of anything.

Never heard of utility companies that call and inquire why their cost has gone up. They usually don't care as long as it's being paid.
